The Federal Council and the parliamentary majority created a fait accompli by signing the contract before a possible popular vote. The initiative was thereby de facto devalued. Seiler Graf: "We do not want to lend our hand to a pseudo-vote." Schlatter: "a democratic farce" (GSoA; Tages-Anzeiger, 2023).
